Follow these steps:
1) go to run
2) type gpedit.msc and press OK
3) in the left pane go to User Configuration->Administrative Template->System
4) now in right pane find "prevent access to registry editing tools". double click it
5) disable it and press ok
6) now registry editing has been enabled successfully.
